They are not the whipping boy but they are part of the problem. Unlike the fed there is a fair amount of cronyism and other shaddy dealings going on down there. They have the highest taxes by far in the area. They can't pay their bills and have defaulted on thier bonds.
The police and fire departments have their problems too. The bottom line is the city is flat busted broke and have even had to sell off properties etc to pay bills. They are out of options.

My apology to the OP, I missed his sarcasm. Scranton has a troubled past and is a "special needs" voting district. I wrote them off when they kept Sanjorski in office a few years back over Joe Barletta.

Anyone thinking this is news hasn't been paying attention to Chicago's attempts at union reforms as they hemorage cash.

Corruption, cronyism, single-party rule and amongst the highest taxes in the country.
In many cases they have been jacking up sales tax which of course are regressive and hit the poor the hardest.

Honestly, many of these cities operate just like China. The guys at the top enrich themselves and their families and you have no one else to turn to. Even the mayor in this example is no hero....he is just doing this to force people to approve a regressive tax increase on the poor instead of cutting spending or a blance of the two.

Per the article, they did look at other things first.
-A regressive tax increase impacting the poorest people the most. (voted down)
-They probably looked at headcount reductions but couldn't fire any public workers due to the unions.
-So, the mayor is slashing wages to try to get the tax increase passed.

That he did this shows how much his hands are tied as the city teeters on the edge of bankruptcy.

So, if you are in his shoes what do you do? Just let the city go bankrupt and then slash like crazy and maybe default on pensions etc?

Except that Walker did not cut pay for state employees, he just asked them to pay a fairer share towards their retirement and health care benefits.
