Tattoo parlors in New York were legal until the '60s. Their banning was the result of a very early manifestation of the nanny state.

Exactly. No one in Mexico goes around getting some gang's tattoos because they look cool, it would not go over well at all with a cartel or gang to do such a thing, they get them to show membership in one cartel or another.

Hey, newsflash....people don't get GANG TATOOS by mistake. The tatoo artist knows this and putting a mexican gang tatoo on a non-member can and will get BOTH of them killed.

I think a gang like the Zetas would use a grinder, blow torch etc. and then use them on the actual area of the tatoo.

Then of course decapitation and dumping of the parts along the highway to make a point.
