Given the frequent occurrence and high likelihood of such an event, philosophers and law professionals have pondered the consequences and possible solutions for millennia. If I remember correctly, the consensus has been that the "evil" twin is to receive a complete and highly invasive/destructive lobotomy immediately so as to render him/her effectively brain dead while still permitting vital physical functions to allow the "good" twin to live happily ever after.
