One possibility as to why "Julia's mother" comes without a husband...just work in a rural town making a little above minimum wage and you are earning more than a white collar Philly commuter. Plus, you don't have to deal with a disagreeable man in your life.

Meh, your choice. Makes sense though to keep your income below a certain threshold to maintain benefits, assuming there's a big dropoff after that threshold value.
Well think about it. The government will provide you food, cell phone and other assistance.
You get to keep more of your paycheck as disposable income.
Food and rent are a big part of your income. You need a lot less when you don't have to pay it.
Seems as if what's done is MORE than enough to level the playing field. Of course, it doesn't change anything because that low income person becomes content and blissful in their life and as a result gains no new career skills.
Julia is working. She makes 29k which is about $14.50/$14.75 per hour...double the minimum wage. How do we know Julia has the skills for a 69k job? How many of these 69k jobs exist anyway? Why is it that the Col is so high that a $14.50 hr job is not enough to make ends meet?
even if the graph is right, i dont see the big deal. somebody did the math and figured out where to get the best deal with the resources possible.
to me this is the same thing as fixing your taxes in a way where you get the best deal.
the system is in place, people are going to take advantage of it. its the ones who dont that are stupid imo.

It's nice to see people drawing attention to this. I know a few people who have fallen into the situation where getting a job would leave them worse off than sitting at home on the couch. Some reforms to get rid of those "cliffs" are needed.

The "big deal" is that it encourages people to suckle at the government teat as opposed to getting a job, or seeking a higher paying job (or working more hours). It encourages a class of dependents.
