Actually it was worse then that, they had control of both his feet and both his arms and they still had to use the taser

no but they would have been justified in getting their sticks out and giving the guy a beatdown.
he resisted arrest. He would not comply with a lawful order.
He broke the law and refused to comply with the enforcement officer when confronted.
Just saying you are not resisting does not mean you are not resisting. This guy was resisting. He is lucky they had tasers and didnt pull out billy clubs and break his legs.

"dont tas me bro" needed to be tased. In fact, when they got him to the jail, they should have tased him again...they didnt.
