It isn't. But, you can't bomb a country without being at war with them, or at minimum obtaining approval from Congress in the form of funding a "police effort". Did Congress approve one for Yemen? Since one was not obtained, the US gov seems to be responsible for punitive damages caused by killing its citizens going about their business in a country we are at peace with.

To be more specific you need to ask "How is targeting an American citizen without due process with a drone is different than randomly dropping a bomb".

The difference is that the government specifically targeted an American citizen for death without due process.

They targeted a member of al Qaeda, an organization that had already declared war on the US, that he was an American is incidental. No different than had he been an American who joined a foreign army at war with the US, I believe someone doing that forfeits any right to due process.

Or do you also grouse about the attack that took out bin Laden without due process?

US citizens were killed there? I'm not saying they can't do it (they're not supposed to), but that they are absolutely legally responsible for accidents like this.

And? US aircraft bombed inside France and many other countries during WW II, doesn't mean we were at war with France.
