This is an interesting story - the yearly murder rate from March 2011 to March 2012 in England and Wales has dropped 14% compared to March 2010/March 2011. This goes against the rather thoroughly debunked theory that sluggish or recessional economies lead to more violent crime:

For a population of 56 million, that translates to a rate of 1 per 100,000, almost five times lower than the US rate.

Well, that would go against the argument that social welfare itself makes people more violent, or at least slip into lifestyles where violent behavior is more common.

Pretty amazing statistics. I really wish some of us Americans would hold our pride and look to other parts of the world for innovation and policy. I think the biggest thing America could do at this point to have an immediate impact on crime rates, without infringing upon the rights of citizens, would be to end the drug war and decriminalize and/or legalize drugs. We've got to try a different approach than throwing people in jail. It didn't work during prohibition, and it hasn't worked as we've waged war during this era.

There have been minority communities and rural majority communities that have been without help for a long time. The crime rates are often higher in these communities but nothing is being done to solve the root problems of the issues causing the high crime rates. Both the US, and Mexico would be a lot safer if America decriminalized/legalized drugs. Get those who need help into rehab and allow them to start over their lives. It's better than locking them up, either way your going to have to pay for them. Rehab at least gives you the possibility of a long-term reduction in cost as opposed to continued short-term expenses.

That is a fascinating topic though.

IMO, as long as you provide opportunity for the most capable and frankly aggressive\motivated individuals the more complacent won't cause problems if you give them a modest lifestyle.

Basically, slackers don't cause trouble if they have a full belly, xbox and a little weed.

US crime rates, of just about all types have been dropping steadily since 1990. 2010 had the lowest rate of violent crime in 40 years. That is in spite of deep recession, high unemployment, etc.
