Doesn't France have laws prohibiting taking wealth from the country, like Brazil and others?

They used to have a law governing 'fuite des capitaux', not sure it's still on the books though - I imagine Hollande could start it up again.

The only place they could logically go where taxes are lower and French is spoken (the French, like Americans, are not good at learning other languages), is Switzerland. And Switzerland is not going to take the harassment it would get from the French government - pour vivre heureux, vivre caché...

This is a rather old-fashioned view of the French. Right now, London is a primary destination for them. In the past, the French have tended to move money out of France rather than themselves.

The problem is the residency requirement. French people who are filthy rich will still want to be physically present in France at some point in a year. With the bilateral agreements, the French (or any national from the European Union) can legally live in Switzerland, and pay a lower income tax rate as full-time residents. But they must have an employer who files for a residency permit connected to a job offer.

There are double-taxation treaties between Switzerland and France which would mean that a French person living full-time in Switzerland would not be subject to French tax. HOWEVER, if the French government perceives this as a 'fuite des capitaux' (which they undoubtedly would), the Swiss wouldn't grant the French person a permis de séjour.

looks like we're headed for Judge Dredd type walled cities - with the have-nots scraping around in the wilderness outside.

nationality will be abolished and it will just be those with money, and those without.

People should not be allowed to take their money out of the country in large amounts - unless they pay a 70% tax on it.

The nation gives them the chance to earn it, so they must pay it back.

Before government, did they not have rights?
Government didn't give anyone "the chance".
Government is an evil, a necessary evil. When limited to securing rights and governing those who consent, it's tolerable.
But when a majority can vote themselves benefits taken from the minority, it ceases to be tolerable, and becomes a criminal enterprise, stealing from one to give to another.
