There is a ton of stuff not fuond in the constitution either but then I don't expect it to contain everything. It's kind of like the bible in that regard. We make up our rules as we go along, we don't remain firmly in one place when when things aren't working, we adjust. That's hopefully why we will survive.

Not sure why anyone would make this an Obama issue unless they have only been awake for the last 4 years.
