There are many different economic theories but building from the middle class out is a new one. Can someone explain how that is supposed to work?

I have thought that the Dems mean to apply that part with the bottom up, top down and inside out that the communists use as their way of thinking. They just accidentally forgot the top and bottom when they put that one out.
