Anyone who thinks the way Obama does can't be trusted to do what is needed to get us out of a recession.

The Waxman Bill which promoted a pseudo cap and trade policy was a disaster. I hope that hideous beast stays dead. However, the concept of cap and trade as a regulatory policy is a good idea that, hopefully, will revive sometime soon.

While this worked with other emissions it's not going to work with CO2, the amounts are tremendous a least in the storage sense or compared to other emissions. There is no way to contain them at the moment. Just as one example to meet sulfur dioxide emissions they started using a lot more coal from the Powder River Basin which is low in sulfur. This prevented many of them from having to install a lot of new pollution controls. the benefits of that are debatable because of shipping and it's much lower BTU's.
