NYPD has a branch in Israel plus other countries (Israeli, FBI, radical)

This is very strange. They appear to be doing gov't intel work, internationally. Is NYPD a cover and who is paying for them to be to franchise?

Even if they do dramatically overstate their counterterrorism record, it's no secret that the bigger-than-the-FBI NYPD has extensive counterterrorism operations. These operations often include spying outside NYPD jurisdiction, both nationally and abroad.

Yep, but let's not forget that the NYPD polices a community of 8.25 million. It has more people than several nations do. The FBI is pretty specialized in what it does, so it's not surprising the NYPD with over 34,000 cops is bigger.

The NYPD has a history of abusing its powers and taking powers it doesn't have. City police departments should not be allowed to operate overseas at all.

Lets see: NYPD is paid by NYC. NYC is given federal funding related to anti-terrorism. So guess what? You're tax dollars are paying for it.
