Do you folks sit around fantasizing about the size and scope of federal agencies because you obviously haven't taken the slightest amount of time actually looking into them.
NEWS FLASH - Cities, counties and states do all the "heavy lifting" NOW! FEMA DOESN'T have a clean-up or a construction department. And how do you think money is transfered to local governments?

if Fema is just a MANAGERING agency to MANAGE a disaster using STATE, interSTATE and LOCAL ASSETS to get the cleanup jobs done...why need 17000 employees??? that's mismanagment...not managment

I don't know if you just haven't bothered to put any thought into your post or if you're just not a very bright person but, no, your suggestion would not save any money and it would mean people who really do need help would be less likely to get it. Just think of the waste and duplication your suggestion would create; 50 FEMAs instead of 1 and you claim you'd save money?

Most states have their own "FEMA" already. Like the New York OEM. Duh.

No, they don't and they don't have anywhere near that... less than half that figure.
This would almost make sense if disasters were confined within state lines, but it's probably more efficient to have one body directing hurricane relief instead of 10.
