FEMA’s vaunted “lean forward” strategy that called for advanced staging of supplies for emergency distribution failed to live up to its billing in the immediate aftermath of Hurricane Sandy.

FEMA only began to solicit bids for vendors to provide bottled water for distribution to Hurricane Sandy victims on Friday, sending out a solicitation request for 2.3 million gallons of bottled water at the FedBizOpps.gov website. Bidding closed at 4:30 pm eastern.

FEMA is organizing to make sure that Sandy victims don't go without water after FEMA was able to supply them with water until now? That's great!!! Too bad that Romney wants to essentially kill FEMA. Good thing that Obama thinks otherwise.

Not surprising, considering how many layers of bureaucracy, incompetency and inefficiency exist between those in need and those doing the deciding on what they should get.
End FEMA ASAP, DC is ill prepared to centrally manage disasters.
