There is much larger percentage of black population itself on foodstamps.
Let's say we have a population of 10 people, there is two blacks in this population and 8 whites. 1 black person is on food stamps and 2 whites are on food stamps. 66% of the food stamps would be going to whites and 33% of the foodstamps would be going to blacks, these numbers would be analogical to those in this report.
The number you're not comprehending is 50% of the black population is on food stamps and only 25% of the white population is on food stamps in this example.

First of there about 47 to 49 million people on food stamps. if 22% of those people are Black thats about 9 to 10 million people. There are approximately about 40 million black people in the United States. A most closer approximation is about 23% to 25% percent of Black Americans are on food stamps. This is roughly in line with the number of Black Americans living below the poverty level. and this figure has been fairly consistent for the past 10 years. it also means about 75% of Black Americans are NOT on food stamps.

I used an example with small numbers for those that seem to be having trouble comprehending it, in my simpleexample the math is absolutely 100% accurate.
Using your calculations with real numbers 23% to 25% of the black population is on food stamps correct?
36 percent of 49 million is about 18 million rounded up. The white population is about 200 million. Using those numbers about 9% of the white population is on food stamps compared to the 23% to 25% of the black population figure you gave. That's nealy triple the percentage.
