Last I checked both branches of the Congress and the President all had a part in passing changes to the law, they are all responsible for it originally passing (especially Obama since he signed the original law), they will also be responsible if we fall off the cliff.
Do you realize the fiscal cliff was created but the Congress with overwhelming GOP support, not by the white house. Study up a little.
The Congress has the choise to avoid across the board tax hikes, or to ensure they will take effect, and based on Bohners comments yesterday it seems like they will prefer to put the hikes in place.
The proposal actually came out of the WH, according to Bob Woodward.

Woodward’s reporting shows clearly that defense sequestration was an idea that came out of Obama’s White House. But the intention was to force Republicans to negotiate, not to actually put the cuts into effect.
Count the votes to see who passed it. The law in itself is not a bad thing, and the situation proves it was necessary. Without it the Congress would do nothing, it may be that even with it they will do nothing, but if nothing happens, then the spending is cut, and taxes rise for everyone. It forces the limp congress to pull their act together.
Bend over - if that Republican Congress can't get it's act together; if they continue to stonewall and gridlock; if their only objective (again) is to thwart President Obama, if they are unable to put their HUGE ego's aside and reach compromise; and finally, if they continue their slobbering lapdog faithfulness to Grover Norquist over the good of the American people.

I guess you will never learn that the House of Representatives is only one half of the Congress. Go ahead and call them the House and stop sounding like you think the GOP controls the Congress. When you say you own it what you really mean is that our Glorious Leader (who isn't much of a leader) and the Senate continue to refuse to compromise in any way and try to lay all the blame on the House. Political games are always the same.
So with less than 30 days remaining, folks are confident this fiscal cliff will be avoided ?
Congress isn't even earnestly working on it.
Congress isn't even working these days. They need long holiday rest periods and Thanksgiving made a very good excuse to let this thing ride until they come back to work.
