Even in Nevada, most of the total sex that occurs is not with prostitutes, so the effect of legal prostitution on STD rates is probably a modest one. Nevada is not too far off the national average STD-wise.

Probably no difference. People are already promiscuous today, whether they pay for it or not. The same people would be promiscuous then, and they'd engage in similarly risky behavior. Condoms and testing is already available everywhere.
Most likely less. When ever anything like Abortion, prostitution or drugs go under ground and is unregulated, its always more dangerous and has many more deadly consequences. All one has to do is look back on the great failed experiment of Prohibition and see that all that did was to cause the deaths of many people through low quality alcohol or raise up the bosses like Capone and the Purple gang. Christians never seemed to learn the laws of unintended consequences.
prostitutes are not the reason for social diseases, look to people that copulate with virtual strangers as your source.

I'd say it would go up. There would be regulation, but crackwhores or whatever will still be dirty crackwhores, but the number of people visiting prostitutes with go up dramatically. Percentage may go down but actual number of cases will likely go up.
