Some of these items are far fetched, others are actually within the realm of possibility. People that are quick to dismiss any and all things that they don't personally believe could be true are not doing themselves any favors.

HAARP for example clearly exists, however nobody (other than a handful of government employees) know the exact purpose, and as soon as something is that secretive then I don't see any difference between those that claim they know what they do for sure, and those that proclaim that its "nothing" at all. There have been plenty of top secret government programs that were very nefarious in nature.
