Unless I've missed something Ableman v. Booth, 62 U.S. 506 (1859) opened the door for States to refuse to act as agents of the Federal government for enforcing federal laws, although I question the inclusion of the National Guard which can be federalized without the state's permission. Either way not a bad day for Michigan.
