interesting scenario, just one small problem. with the exchange of nuclear weapons you have two issues to deal with, those of nuclear fallout and nuclear winter. otherwise your vision could happen.
Ok... people will go into the new golden age wearing coats and eating fungus/hydroponic vegetables and meat grown in tubes.
Still though, life might surprise us. Nagasaki and Hiroshima are thriving cities with large populations and Bikini Atoll has a beautiful thriving reef. Nevada saw over 900 nuclear tests but is still full of strippers and slot machines! We've gotta stay positive...

I'm not sure what my favorite doomsday scenario might be, but I think the most plausible will be economic chaos, or a cyber attack on our communications and energy grid.
