Hes talking about the union folk whining because in right to work states an employee doesnt have to pay dues to mafia union dons who support criminal politicians like the Prez in order to benefit from the extortion they perpetrate on business

I have never worked for a union and I have no interest in living in "right to work" states. They do a great job of making worker rights near pointless.
