Even if the OP is misleading, during a depression there should be a huge increase in public sector employment to spur economic growth and then scaled back when the country is exiting the recovery phase and going into prosperity mode. The budget should be cut and balanced when economic times are good/when tax receipts are high, never doing a depression/recession
During a depression, when the government has LESS tax revenue, and is borrowing and spending money like a drunken sailor on many things that do not work, you think they should hire MORE people, and spend MORE money they don't have?

No matter what government does, you love it, and you don't even know who these people are, or what these jobs are, just the fact that government did it, is enough for you.
Those 150,000 jobs, at an average salary and compensation of $70,000 equals and extra $10,500,000,000 more each year the few working people left, have to pay.
Did we need to add such a heavy burden on a nation going thru "the worst economy since the Great Depression?" Or should we have tried and scaled back the government spending and waste, fraud and abuse, until we climb out of this four year long, economic hell hole?
