Won't happen, democrats only hold a majority in the senate, and the GOP controls or has the majority of the house.

Now, if in the 2014 mid term, the dems gain control of the house, you might see some legislation.

It should happen if the Dems are truly believing it's the right thing to do.
Also,the Dems in the house could use a discharge petition and try to get 218 signatures,which would force a vote. Their are almost 200 Dem house members,so they could do it.
