If you notice, the violation was for 2008. McCain's campaign also violated the campaign laws by buying personal clothes for Sarah Palin and billing it to the campaign.
These are minor infractions that the campaign is guilty of and happens without the knowledge of the candidate. In other words, it's not a big deal.
