IMHO, a Neo Conservative is a person that believes in a Big Foreign Policies and Big Domestic Policies backed up by a Big Government using a Big Military. They believe in using the Government and its military as a tool to shape the world in their vision that enriches themselves and their cronies. They do not believe in individual freedom nor personal responsibility.

The world and its countries are vassals to extract wealth and power from.

If you are looking for a political philosophy that has absolutely no contradiction with the small government the term isn't conservative, but libertarian, or classical liberal. Indeed, just as Keynesian economics does not imply big government either, merely that every foul thing is done with the most presentable euphemism that one can find. It takes some looking into. Agreed. Conservatives believe that government cannot do anything right. So we try to limit them lest our safety become at stake. So we limit them to the deployment of ICBMs, M1 Abrams, F-35s and B1 bombers so that they can do no real harm.

From our past presidents, who would you list as being a Neo Conservative?

I would say all of the presidents going back to JFK, but JFK not included were Neo Conservatives.
But I think Presidents are just figure heads that do not draft the policies.
Who makes up these policies? People that are heads of corporations and banks for one.

Also people like Zbigniew Brzezinski come to mind.
