Russian civilians really aren't armed to the teeth, it's just that those that have guns, typically use them in violence.

The article was talking about the days when they were armed to teeth. They used the guns to launch and execute the communist revolution almost 100 years ago.

This op/ed was a good read; I read it a while ago. I would trust this Russian's perspective on history, more than I'd trust that of most Americans. Russians see things from a much more cynical perspective, as a byproduct of that history. Their cynicism is well founded. Unfortunately, Americans, especially young ones, are woefully ignorant of world history, probably because anyone who grew up in this country in the last 150 years, was protected from the worst of it.

The 2nd Amendment is a rare light in an ever darkening room.
