Considering that the Trail of Tears was still a half century away, it's not improbable to think that states with nearby native populations wanted the ability to respond to threats without waiting on federal troops.
Of course, they also wanted the same ability to repel an attack from England, Germany or wherever.
When days count, the continental army is just weeks away!
