Translation:

Lower the rate = more tax breaks for the already wealthy

Expand the base = more taxes on the working poor

"Conservative" still means small govenment, low taxes, and freedom with its resulting responsibility and consequences. Its definition hasn't changed.

The Republican party used to support conservatism, but in the last fifty years has swung more and more to supporting government control of formerly-private functions and lives. THAT is what has changed... not conservatism itself.
