Exactly. And why in the 60's when my family lived in Manhattan, us kids were sent to a private school... and also why later on, my parents moved us to the suburbs of Boston to grow up. My parents knew that it wasn't wise to raise kids in the city.
After her first child was killed, that lady should have uprooted her family and moved out of her bad neighborhood. Sure it's not easy, but it's always possible. No one is ever trapped living in an inner city neighborhood.
And if you can't afford having and raising so many children, there is/was always has been the solution of taking birth control or putting up the extra babies for adoption. And there are many good American families on waiting lists hoping to adopt infants.
And how many of the dads have ever worked a day in their lives? Had the mother ever tried to set a good example for her kids by giving them a good example by working for her living?
These people simply don't lead productive, hard working lives, they use drugs and make bad drug deals because it gives them something to do with their long empty days where one day is just like the one before.
Poor woman. They have some prior stories about her other kids being killed. Ironically it seems like this last one slain was the real bad apple in the bunch. So after her first child was slain, what was stopping her from moving away from her neighborhood?
Discrimination, economics.......she had to be able to get to a better neighborhood that would accept her, and she needed to be able to afford it once she found one.

It's really hard to imagine that environment if you've never been around it. It bothers me and I'm actively trying to do something to help, but its going to take time.
The employment situation is no different than some depressed areas of Appalachia where there are high addiction and unemployment rates. The only difference is the high murder rates. I'd attribute those more to the Drug trade than anything else.
