While Obama is not responsible for Chicago's violence his brand of governance and community organizing have proven inadequate.
If any violence can be attributed to Obama, it's the violence in Afghanistan, which according to your excellent math skills and superb logic is less than Chicago.
Being from the Chicago area, I'm very familiar with Obama's complete ineffectiveness in both his stints as community organizer and state legislator. It is always stunning to see how little Obama supporters know of his lackluster work history.

And this thought process is why GANGS are running out of control in Chicago and contributing to the GUN violence there! Where is the deterrent?

It's also stunning how little right-wingers know about recent trends in crime/homicide rates in this country.
Not saying Obama is responsible for the sizeable plunge in homicides in the from 1992 to 2012, but blaming him for Chicago's homicide rate when it has been, with the exception of last year, on a consistent downward trend, is stupid even by right-winger standards.
