Well first you have to change the laws and for that you need to get congress to cooperate. That's the way we do laws in this country.

What about the axe? I used an axe to cut off some tree limbs during Hurricane Wilma.
The finger cutter is not a wood working saw........ it is a metal shear or a cutting brake, and or a guillotine, and the one used to remove fingers is very old and very small.
I used to use one much larger but it would only cut, shear really as the blade wasn't anything like sharp to cut 4 inch wide spring steel by 1/2" thick.
Had any finger come between the blade and the anvil that supported the spring stock yards long, it would have taken off fingers hand arms or heads.
The bull wheel was around 6 foot diameter. Running that machine and making truck spring packs to install was brutal work as well.
The way both work is you get that bull wheel moving, then you hit a clutch that engages the device and the cutter which isn't sharp drops down into the anvil and it shears off what ever happens to be in the way instantly.
Probably it wouldn't hurt at all for the first instant. I wasn't surprised a bit the looser didn't wince. he couldn't see what was happening either..
So all he knew was what was going to happen, and was manually lead about, had his hand locked, heard the motor and the bull wheel, and felt a heavy pressure. All done......
Maybe in a hour that began to throb..... I bet on day 3 just bumping what was left of that hand hurt like hell. By day 10 things were probably better..
