What's in it for them to spend $bajillions to increase supply and reduce the price at the pump?

The big oil companies don't want new ones built, for the reasons you stated. The big oil companies even wanted 0bama to end the oil depletion allowance for independent oil companies, so only the big mega companies could afford to drill, which is why they would not be in favor of independent oil companies building more refineries.
No, but they can make life a living hell for the people who provide us those commodities, thru executive actions and EPA regulations/enforcement. It also helps if your president and energy secretary are on record making plans so commodity and energy prices skyrocket.
Chu has called for gradually ramping up gasoline taxes over 15 years to coax consumers into buying more-efficient cars and living in neighborhoods closer to work. "Somehow we have to figure out how to boost the price of gasoline to the levels in Europe," Mr. Chu, who directs the Lawrence Berkeley National Laboratory in California, said in an interview with The Wall Street Journal in September.

I, for one, think he's a decent president who supports policies for the middle class. I see no evidence that he is anything but a decent family man human being.

If you are hurt by rising gasoline prices: then you seem to be a fool, a sucker, or maybe just someone who has not yet awoken and found a way to live a less car-dependent life.
