Germany and England are "jumping off points" for the Middle East. It's easy to get to the Middle East from those places without actually having to BE there. Much more stable environment.
My daughter is stationed with the Air Force in England. Her job has to do with information emanating from the Middle East. So even though she's in Europe, her job is directly tied to the Middle East. This is the case for many of our personnel stationed in Europe.
Some of the most active US units deploying to the Middle East deploy from Germany, by the way.
Good. That means we only need Landstuhl hospital, and Ramstein AFB, which is nearby. Don't need 40k+ troops for that. Not to mention the infrastructure needed to station the families as well.

Units can "jump off" from right here. We dont need, nor can we afford a bunch of foreign bases as jump off points.
In Germany, Landstuhl hospital and Ramstein AFB is enough. We dont need 50k troops in Germany.
