I'll respond directly to the OP.

- Hollow point ammo can be and often is used for practice.
- Practice bullets are made in two ways: Full Metal Jacket (FMJ), where a copper shell is filled with lead from the back (the rear of the bullet is exposed lead) and Soft Point (SP) or Jacketed Hollow Point (JHP) where the copper shell is filled with lead from the front (the front of the bullet is exposed lead).
- They are about equally expensive to make. JHP rounds often weigh slightly less than SP, so the extra cost in forming the opening is offset by the reduced raw material cost (less lead). When I buy practice bullets, at least before the recent craziness, I would sometimes get JHP and sometimes get FMJ depending on the cost and what was on the shelf.
- The military is buying up millions of FMJ rounds for their use because they cannot use SP or JHP ammo on the battlefield due to various international treaties. If the caliber requested by Homeland Security is the same as a standard military round, they may not have been able to actually purchase that many FMJ rounds because it was already dedicated to the military.
- JHP rounds are considered safer for practice because with FMJ some of the exposed lead at the bullet's base is released into the air during firing (interaction from the heat of the gunpowder and the explosive force).
- You can buy specialty Hollow Point bullets with high-tech alloys, notches, nipples, cuts, and special materials designed for maximum lethality (usually marketed as "self defense" bullets), and these are often much more expensive. I haven't seen anything to indicate these are the type of bullets being discussed.

- As far as the specific numbers used by the conspiracy nuts, "In active battle operations in Iraq, ammunition is expended at the rate of 5.5 million rounds per month." That's about 66 million rounds a year. If it's even accurate, that only counts ammo used in actual battlefield engagements and does NOT include practice ammunition. Adding in practice ammunition SIGNIFICANTLY increases those numbers to about 1.8 billion rounds a year.
- And finally, the contracts we're talking about are for delivery over the next SEVERAL years. It's not like they're planning on shooting them all at once.

The government has always bought things in bulk and put it in storage if it is ever needed. Do you get alarmed when the military buys more jets or increases the enlisted?

None and thats not the point. You see, this is where you guys make your mistake. You assume that because the most dramatic method of doing something is unlikely to happen, it will never happen. That is just not so. I highly doubt that the gov't will ever go knocking on peoples doors to take their guns at a national leve. It's just not going to happen. It will however happen through backdoor measures like that in New York. In that state, firearms with over 7 bullets are illegal. I suppose you think that "7 bullets" was a random number? LOL, it was a backdoor pistol ban, seeing as it prohibits handguns capable of accepting more than 7 rounds, which is 95% of handguns. Within a generation or so, 95% of handguns will be out of New York and the gov't gets off scott free by saying " we didn't go against the 2A and SCOTUS decisions by banning handfuns, we just banned handguns with more than 7 rounds".....

Maybe you should stock up on guns if you are so worried the government is coming for you, it is good for the economy after all.

If you think a civil war is coming in the US then get the hell out of dodge. We are becoming a socialist country anyway. Try North Korea or the Congo. More liberty and freedom there.

2. Ifthere were one, I think I'll stay and fight for the founding ideology of freedom and liberty. You go live in North Korea where you can be happy that the gov't is always watching it's people, that doesn't trust them and that dictates every facet of it's citizens lives because they are unable to do it themselves.
