The free phone program was originally a landline program. It switched to a cell phone program in 2008 because it's cheaper to give out cell phones than install land lines and maintain infrastructure in old homes. They also realized that poor people move around a lot and they had to keep setting up the land lines which costs money. Cell phones was a cheaper way to run Reagan's free phone program.
While the cell phone distribution began at the beginning of Obama's first term, the change to cell phones was actually approved under Bush.
I suggest that you consider college or some other form of experience which will teach you how to do research and critical analysis. You can't form conclusions based on what you think or hear without verifying it. Cell phones did exist in the 80s.

Actually, we're a third world stinkhole because corporations and a ruling elite run an oligarchy, supported by conservatives of other social classes in order to pretend they're part of the elite; because all other social classes are now wage slaves to the ruling elite; because the religious right has successfully attacked thought, logic and education across the board; and because we have a third world health care system.

They still don't have a database and are doing revalidation's on a state by state basis but were able to recoup $213 million in detecting multiple plans owned by people. They've only worked through 23 states so far.

1985 to be exact. Bush expanded it in early 2008 to include cell phones.
A user tax on our phone bills pays for it.
