He's taking a sip of water.

Next lesson tomorrow.
To be fair, the response to the State of the Union is pre-taped, so it's not a true response in that one can only anticipate what the President will say and not actually respond to what he said. Plus, the response to the State of the Union will always come off amaturish and high school debate-like because the environment in which it takes place is totally different. The State of the Union has a live audience that consists of Congress, hand-picked special guests and supporters. The response is a monlogue with no clapping, no audience, nothing to break up the speech. Of course it is going to look/sound boring in comparison.

In that light, previous to the water moment, Rubio just taped a 13 minute response in Spanish. As crazy as it sounds, he probably just needed a drink of water.

It's too bad we're so focused on the optics instead of the substance, but that's the problem with this country and its voters these days.
Bravo!

Once again the pro-Obama media has successfully deflected your attention away from what truly matters.
Rebuttals, what rebuttals?

I'm very scared. I was very scared of Romney as well.

Marco Rubio’s rebuttal speech was a real stretch. Bada boom! The only thing that came off worse than Marco Rubio lunging for a drink of water was when Rubio was actually speaking. Marco, next time, just drink water the entire time. You can try to talk while you’re doing it. It’ll be better if people can’t understand what you’re saying anyway. Rubio’s entire presentation was shaky, sweaty, and frightened-looking. I’ve seen hostage videos where the people on camera looked more comfortable

It wasn't as bad when it was a group effort; if one person was kinda lame it wasn't a big deal. Sticking a single dude in front of the camera right after just looks bad no matter who it is.

I think the practice should stop. There is nothing to be gained as no one is paying attention except the people who already are in your camp. When you blow it like Rubio (and Jindal) did, though, you pay a price. In the case of Jindal, it ruined his chances of being nominated. We will see if the same happens with Rubio.

I agree, all Rubio did was make a complete ass out of himself. I didn't think the GOP responses could get any worse than Jindal's, but never underestimate that unbelievable stupidity from the GOP.

I'm miffed by Rubio claiming that over-regulation caused the financial crisis.

No. Regulation helped encourage bad loans. Lack of regulations allowed the bankers to deceptively bundle these loans and create a bubble built on derivatives.
