In that case, I think EVERY law enforcement agency in the state should have to carry a 500 million dollar blanket policy against accidental dischage of a firearm by any employee of said agency. They should be liable for ALL damages caused by ANY shot that misses the intended target. The insurance should cover the damages caused by any case of mistaken identity.
If it is GOOD for the civilian population, it must be an absolute necessity for those who carry a gun as part of their job!

My bet would be that this will be struck down by the Supreme Court. It would be no different than a poll tax.

Actually if you are injured by NYPD on accident, the pay out is pretty good, plus they cover your medical bills for life.
