That is entirely up to your State. In Alaska, if you do not have ID or are not voting in your district, you are given a provisional ballot which is counted last. The first ballots counted are those cast by those in their voting district who presented valid ID. The next set of ballots counted are the absentee ballots. The last set of ballots may not even be counted if the candidate concedes or if the total votes thus far makes it obvious who won.
Actually, at least one school district is providing abortions without parent consent. The State of Washington school clinics are arranging abortion appointments through a free taxi service to take girls to abortion clinics. This was discussed herein some time ago, and was perfectly okay by abortion proponents because the school did nothing illegal. The parents signed a consent form to allow the students to be treated at the school for earaches, headaches, and to obtain birth control from the school. The state of Washington does not require parental consent for abortions. The students were told that if they did not tell their parents, it would be free.
