It's called republican obstructionism. Why would senate democrats sign legislation to defund social programs and the EPA, knowing full well that such a bill would be vetoed?

If you wish to call a kettle black, by all means do so. Tell us all how many BALANCED BUDGETS were there from 2000 to 2008.

One thing to consider, and I believe this is important, the government needs to go to a 2-year budget cycle.
By the time funds are received for commitment and contracts written it's too late to execute/obligate.

That's actually a good idea. I know they plan in five year increments but those mean precisely squat once they hit Congress. Two-year budget cycles would help, I believe.
