Holder has plainly stated that the Obama administration would not use a drone (or any other military equipment) to take out an American simply walking around. He has also stated that the president would use military equipment on US soil under highly improbable circumstances, such as a military invasion by a foreign country. There's really nothing controversial to this, it's just another "OMG DRONES!" hissy fits that some people have been throwing.
