Police Chiefs are finding it near impossible to fire bad cops due to arbitration and union rules. In Philadelphia, 9 out of 10 cops that were fired were rehired after they appealed.
If you expect them back on the force, you probably don't want to be the cop that ratted them out.

As much I am pro union and a member of a public sector union, I painfully have to agree with you to a point when it comes to public safety. Not only in the public sector but the private sector as well. Bus drivers, airline pilots and such cannot be allowed to show up to work drunk and keep their jobs.

i am not naive or stupid. i realize that just eliminating the public sector unions wont eliminate bad behavior of any kind. it will however make it much easier to fire those that break the public trust. these people who do this need to be dealt with harshly, and they should NEVER be allowed to work in the public sector EVER again.
We need an independent agency responsible for investigating and prosecuting police officers. Started a thread on it a few months back.
Basically, any person could file a claim of malpractice/abuse whatever the issue is with the officer. The claim would be reviewed and determined by the agency whether it's worth investigation. If the case passes the smell test and is worthy of being investigated then the agency conducts the investigation and if wrongdoing is found, the agency will act as the "citizens" prosecutor and go after the officer(s) involved.
There'd have to be some stipulations where citizen's are held accountable for their sworn affadavits, but other than that, I think it could work.
We have an excess of lawyers right now. Might be great for some young lawyers to get together and start an organization like that.
