No it's not but some posters have turned int into one.
Bush implemented Kennedy's grand plan and Obama and Congress let it continue.
I'd say NCLB was a bipartisan effort and a bipartisan ignoring of the problems it brought over the 10+ years it's been in force.

It's not an erroneous report. Do you believe everything you read? Think about it. They canceled the exclusive night time ceremony and now are doing it during school hours at an assembly so they can honor not only the honors kids but also everybody else who might be worthy of an award in athletics and arts. So they are parading all these kids (even more than just the honors kids) in front of the entire school which is arguably more of a slap in the face (according to them) than a ceremony at night where only the kids being honored attend. So the exclusive night time ceremony IS indeed canceled, which is what the original report was referring to.

It doesn't matter who started it. It's wrong. Unlike some, I can be objective and see each politician for who they are and not be blindly partisan.

It recognizes their hard work.

One of the middle schools I work at has an afternoon movie and popcorn for the kids that make the honor roll. I usually stay with the ones that moan and groan over it and tell them..the only thing stopping them from being at the movie is themselves so work hard so you can go to that movie next report card.
There's not much they can say about that.
That's exactly what I'm saying. If the kids know about the special ceremony as freshman and fail to make it to that level by the time they graduate (or whatever they do at this school), that's their own fault. Just try a bit harder. Or maybe it just doesn't matter to them to get that recognition. Normally, these events serve as motivation to do well and also be honored.
