Seems to be. The alternative would be admitting that the old system kept people who needed treatment from seeing a doctor, and we all know that could never, ever happen...

There will be more people seeing doctors or nurse practicioners instead of using emergency rooms for a minor illness

Oh. So that is the problem. Underprivileged people are getting treated instead of doing the decent thing and croaking quietly, out of sight.
