I know that this is unthinkable for this government (or any of the previous ones for that matter) but how about giving no aid to anyone until we get our country back into shape. You know, no hunger at home and the debts paid off instead of wasting our resources where they are only appreciated as a way engender dislike.

Then instead of food, send shovels and seeds and instructions on how to grow your own.

Those "starving children in Africa" are still starving decades later and the same pictures show up of them and their family lining up to get food.

We promote dependence rather than independence.

Switching over to cash will really end up with them starving to death IMHO.

I agree.
If you aren't there to oversee the use of the money, it will likely just land in the hands of despots and the poor will never see it.
I have friends and relatives who have worked for organizations funded by this kind of program, and they say the money is often mysteriously diverted and a new mercedes appears at the compound, etc.
