For all intent purposes, these young men were first generation Americans, not the "modern American"
you describe. It seems, the parent (s) left them, not the other way around.
Since you obviously were there, and had a tactical view of the scene at the time, why didn't you shoot him?
LE were mere feet from him whem he bailed out of the SUV.
Who will be blamed if the suspect kills more people? LE could have killed him a millions times over, but did not... They 'allowed' him to get away... STUPID

There are *rumors* that the younger brother ran over the older one with the SUV. So, he may have gotten away by doing something like that, something completely unexpected. Do we know that he got away on foot or in the SUV? For so much on-air news, there are so few details!!
I heard that somewhere but from only one source. I believe they said that he then took off on foot, which doesn't make sense to me.
