Considering that in order to get gender reassignment surgery one has to be on hormones for at least a year, she no longer has the body, or muscle mass of a man.
You seem to have glossed over the first part of that article that states

If you're trying to tell me that a man who has gone through gender reassignment surgery and whatever hormone therapy would have no advantage over a woman in terms of a physical fight you're crazy.

A man who has been on hormones for years, does not have the same musculature.
I have seen this in several friends.
I know women that could clobber men. I know women with more muscle than men.
