If everything wasn't offered to them in their "native" language they would have a need to learn english and might make an effort.

Budget cuts in education.

Hire a bilingual teacher and fire who ? The math teacher perhaps or the science teacher ?
Already have to do that with SPED as the law mandates it.

With all this differentiation and need for specialized non-core teachers who will be left ?
