A big problem with this is that "direct harm" is subjective. My definition of direct harm is likely to be different from yours.

The concept and definition of harm typically becomes something groups of people organize to define. Groups of people might be living together. They could be driven by common beliefs (where ever that comes from). But the world has a long history of societies that organize to live a certain way. And sometimes these are countries.

I don't think I have a right to inject my beliefs onto others who establish borders or boundaries. Apparently you think differently.
