I think that, given the facts that we now know, the common consensus here now is that because this female liar did not go as far as to file a police report, she may be let off with a slap on the wrist.
But, had she filed a police report, and used law enforcement resources to pursue this case, that the punishment could result in significant prison time - regardless of whether or not she pinpointed an individual.

I think she was just fantasizing. Most liberals have pretty low self esteem and are looking to have an excuse to play the victim card. Besides, I suspect most liberal males were't able to satisfy her, so she fantasized about being taken by a virile conservative type.
