He might mean not adjusted for inflation or population growth, or growth in the number of poor (poverty rate's gone up from around 10% to about 13% since the days of Clinton). Just because you spend more doesn't mean you're expanding services, or not cutting them.

Old news....U.S. troops and "advisers" are still in the Balkans...so is THAT "old news" ?
As for the Mr. Ex. President...Well....his wife....errr..."wife" is running for President...is she not? As for current issues....we are still living with the after effects of the Cold War....anyone here old enough to remember the nasty very scary days of the Cold War???....Well...again....much of the latest 'phase' of the 'Great Game' in the Middle East is a direct result of the huge power vacuum in that region brought on by the end of the Cold War......so ...to accurately gauge what is going on in those areas NOW one has to look at what happened THEN....Anyone remember Clintons' attack on Afghanistan? Just because it's history does not mean we can ignore it.....
